Shipping Policy

How orders leave our Hong Kong facility, what they travel in, and how long each route usually takes.

An independent distributor of Altera programmable logic: FPGA, CPLD, SoC FPGA and configuration devices. We ship worldwide from Hong Kong. This page sets out the methods we use, how long dispatch takes, the transit times you can reasonably expect, and what happens when something goes wrong in transit. It should be read together with our Return and Refund Policy and our Terms and Conditions.

1. Shipping Methods

We dispatch by three modes, chosen according to the size of the consignment, the destination and the urgency stated on the order:

  • Express courier: door-to-door service for parcel-weight consignments, with the carriers we use named on the airway bill as DHL, FedEx, UPS or TNT.
  • Air freight: for larger or heavier consignments that are better moved as freight than as parcels, collected at the airport of destination or delivered to the address on the order.
  • Sea freight: for bulky, non-urgent consignments where the longer transit is acceptable and the lower cost is the deciding factor.

The mode is confirmed in the quotation so that you know before you commit which service the order will travel on.

2. Order Processing Time

Stocked lines typically leave the shelf within two working days of cleared payment. That figure covers picking, inspection and packing, and it is measured from the point at which payment has cleared rather than from the point at which the order was placed.

Brokered or made-to-order lines are not held on our shelves and take longer. The lead time for those lines is confirmed in the quotation and, where it changes, we tell you before dispatch rather than after.

Orders received outside our business hours are treated as received on the next working day. If a line cannot be supplied within the time you have been quoted, we will contact you to agree an alternative or to release the line from the order.

3. Indicative Transit Times

Transit times run from the moment the consignment is handed to the carrier, not from the moment the order was placed. The ranges below are working days and exclude weekends and public holidays at both ends of the route.

These ranges are typical rather than guaranteed. They are the times we see on the great majority of consignments on each route, and they are given so that you can plan, not as a commitment to deliver on a particular day. Customs inspection, documentary queries, weather and carrier backlogs can all add time to a shipment, and none of those are within our control.

4. Shipping Costs

Prices quoted for goods are ex-works unless a delivered term has been agreed with you in writing. Where a delivered term has been agreed, the quotation states the term and the destination to which it applies.

Freight and insurance are quoted separately and depend on the weight and dimensions of the packed consignment, the mode selected and the destination. Packaging required to protect a moisture-sensitive or fine-pitch part is included in the handling element of the freight charge, not billed as a separate line.

Where you nominate your own carrier account, the freight is billed directly to that account and we show the collection reference in the dispatch confirmation.

5. Tracking And Notifications

Once a consignment is handed to the carrier we send a dispatch confirmation to the email address on the order. It carries the carrier name, the airway bill or tracking number, the number of packages and the gross weight.

Tracking events after that point are recorded by the carrier on its own tracking page. Where a consignment is handed to a second carrier for the final leg, the tracking number may change in transit; if that happens we pass the new reference to you.

Let us know if a tracking record has not moved for an unusual length of time. We will raise the matter with the carrier and, where the goods are ours until delivery, deal with the carrier directly.

6. Customs, Duties And Taxes

Import duty and local taxes are normally settled by the receiving entity. They are not included in the price of the goods or in the freight charge unless a delivered term has been agreed in writing and expressly covers them.

Every consignment travels with a commercial invoice that states the value and the country of origin of each line. We will not under-declare a value or describe goods inaccurately, and we ask that you do not request it.

Where a customs authority asks for additional information, we will supply what we hold. Any storage or inspection charge raised by the authority, the carrier or the destination agent because a consignment is held is the responsibility of the receiving entity.

7. Packaging

Semiconductor devices are packed to protect the part, not only the carton. Standard practice for our consignments is:

  • the device in an ESD bag or an ESD tray, inside a rigid outer carton;
  • moisture barrier packing, with a humidity indicator card, where the floor life of the device requires it;
  • tray-and-spacer packing for BGA and fine-pitch parts, so that leads and solder balls are not loaded in transit.

The documentation that travels with the shipment is the commercial invoice, the packing list, the certificate of conformance, and country-of-origin notes where these are required for the destination.

8. Shipping Restrictions

We ship to business addresses and to the destination stated on the order. We do not ship to a different address after dispatch, and we cannot redirect a consignment that has already been tendered to a carrier.

Some destinations, and some classes of device, are subject to export control or to carrier restrictions on the movement of goods. Where a line cannot be shipped to the destination on the order we will tell you before dispatch and either offer an alternative destination or remove the line.

Where a country is under a trade measure that prevents us from supplying it, we are not able to fill the order, and any payment already received for that line is returned.

9. Delivery Problems

Please report a delivery problem within 14 days of delivery. After that period we may not be able to raise a claim with the carrier on your behalf.

9.1 Lost Or Damaged Shipments

A consignment is treated as lost where the carrier's own record shows no delivery and the carrier has closed its trace. Where the goods were our risk until delivery, we raise the claim, and we will either replace the goods or credit them once the carrier has confirmed the loss. Where the goods were your risk from the point of dispatch, we will give you everything we hold for the claim and assist you with it.

Damage must be reported as soon as it is seen. Keep the carton, the packing materials and the device in the condition in which they arrived, and take photographs before anything is moved or unpacked further. A carrier will normally refuse a damage claim where the packaging has been discarded.

9.2 Incorrect Address

Please check the delivery address on the order acknowledgement before dispatch. If an address is wrong, tell us immediately; we can correct it up to the point of tender. Once a consignment is with the carrier, a correction may not be possible and any charge the carrier makes for a re-route or a return is passed on.

9.3 Delays

Where a consignment is delayed in customs or held by the carrier, we follow the matter with the carrier and keep you informed of what we are told. A delay in transit does not by itself give either party the right to cancel the order, but if a delay is likely to be substantial we will discuss the options with you rather than leave the order open indefinitely.

10. Refused Or Undeliverable Parcels

A consignment that is refused at the destination, or that cannot be delivered because no one is available to receive it and the carrier's holding period expires, is returned to us. The return freight, and any duty or storage charge incurred in either direction, is the responsibility of the receiving entity and may be deducted from any refund.

If you would like a returned consignment shipped out again, we will requote the freight to the corrected address. Where a consignment is returned because of an error on our side, we bear the cost of the return and of the replacement shipment.
